Federal Cleaning Contracts, Fiscal 2025
What U.S. federal agencies committed to janitorial and building-cleaning contracts in fiscal 2025 (October 1, 2024 to September 30, 2025), from the government's own spending records.
Key findings
- Federal agencies funded 3,623 cleaning contracts worth $1.43 billion in fiscal 2025.
- Most were small. Half were under $32,276 for the year, and 1,588 were under $25,000, most of them for Army buildings, Forest Service offices and GSA federal buildings.
- The money is concentrated. The largest 10% of contracts took 78% of it, and 334 contracts topped $1 million.
- Defense is the biggest buyer: the Army, Navy, Air Force and Defense Health Agency together funded $864.7 million, 60% of the total.
- Hospital and clinic cleaning is a different scale. Its 82 contracts averaged $1.7 million, about 4.6 times the $366,608 average for general janitorial contracts.
- Maryland led the states with $136.8 million across 138 contracts.

How it's calculated
We took every federal contract transaction under NAICS 561720 (janitorial services) with an action date in fiscal 2025 from USAspending.gov, kept the cleaning work (product and service codes S201 custodial janitorial, Q901 healthcare environmental cleaning and S214 carpet cleaning) performed in the 50 states and DC, and summed each contract's obligations for the year. Contracts with less than $1,000 obligated are left out. An obligation is money committed, so a contract can show a full year's funding at once, or several buildings under one award. The full data (CSV) lists every contract with its agency, place, dates and USAspending record.
